Hi

I haven't been charged.

My job involves adjusting highways claims (on behalf of insurers), and acting against the highways agency.

This claim involves a spillage of offal, which when cleared has left a fatty residue. The have (after 24 hours of "attempted cleaning"), decided to replace the road surface. I am contesting it as ridiculous.

Oh, I see. What was included in the 'attempted' cleaning?

Sand should have absorbed most of the oil-based parts of the spillage. I think how much would depend on how quickly the spillage was reacted to.

You'd expect them to exhaust all methods of cleaning that are cheaper than replacing the road surface. I wonder if they have... Products like this, for example: http://www.oiltechnics.co.uk/Oil_Stains/Road/

Vinny would have cleaned it up in a matter of minutes.  Just pour some Nandos sauce onto it, and he'd lick it clean.
