My job involves adjusting highways claims (on behalf of insurers), and acting against the highways agency.
This claim involves a spillage of offal, which when cleared has left a fatty residue. The

Sand should have absorbed most of the oil-based parts of the spillage. I think how much would depend on how quickly the spillage was reacted to.
You'd expect them to exhaust all methods of cleaning that are cheaper than replacing the road surface. I wonder if they have... Products like this, for example:
