 They said everyone will be refunded their money, apparently this doesn't apply if you placed in the money, is this standard practice?

one would presume that 'everyone' meant 'everyone', but I guess the aim here is to ensure that no one suffers a financial loss as a result of the problems.  Anyone who has finished in the money is presumably better off than they would have been had the tournament not gone ahead, so I think that's fair enough.
