Inappropriate speed kills but that is a very different thing to breaking the speed limit, indeed sometimes it would be inappropriate to drive at the speed limit.

In general I think the standard of driving in this country is very poor, most people seem to leave their brains behind when they get behind the wheel. I don't really know what can be done about it though.
