when the number of people wanting jobs is more than the number of available jobs like now it's a terrible idea to try and get people who don't want to work into work.
you piss off the people who don't want to work by making them work
you piss off the people who want to work as the available jobs are taken by people who don't want them
you piss off employers by sending shit applicants to them
only when no. of jobs>number of unemployed does it make sense to make people work
