The number between the top of the H shows the diameter of the water main, in mm or inches, feeding the hydrant.
The number between the bottom of the H shows the distance in metres from the marker plate to the fire hydrant.

This is not true,those numbers are there solely to see if you run good when you pick top or bottom for how many punches your getting
