If Person A bets on the river and Person B calls. Person A calls his hand as A high but does not show his cards. Person B shows his cards and is the winning hand. Can Person A muck his hand without showing his cards?

yes, but if a player asks to see them, they should be turned over.

In theory you're right. In practice...depends on whether it's a tourney or cash and it depends on which place the game is being played in..unfortunately.

Consider this situation only in tournaments.
Wat if Person A mucks the hand once he knows that he has the losing hand... Are dealors allowed to remove the hand from the muck?

Player B should learn to get it quietly and not subject player A to a rub down by making him show Smiley

If suspecting the players of collusion then yes IMO.

also, quite a few card rooms (casinos) have the shitty "Must always show" rule so it wouldn't surprise me if a dealer did this.

The dealer should protect the muck until the hand is over. When "fold" is declared, a hand is mucked by the dealer. At showdown, both hands should be tabled in order, and it is important to remember that cards speak. A player saying "ace high" is not a declaration of their hand. As far as general etiquette goes, the winning hand is normally tabled immediately and the other hand can be mucked quietly. If the player winning the pot asks to see the losing hand, this should be honoured, and the dealer should prevent the cards from being mucked in this situation.

taking it 1 step further, if B asks to see A's cards and A misread his hand, once turned over if A has better hand they win
