I can't imagine what rule of football makes it a penalty.
The defender was on the ground, moving away from the striker, and making no move towards the guy, when the attacker stood on him.
In real time I thought it was a penalty, so can't blame the ref for giving it, but the replay shows otherwise.

This is partly what I hate about football, all the stupid play acting that we have seen a few items already in this WC.
