Exposed burn cards

I was just wondering, when cards are accidentally exposed, say for instance, when the dealer forgets to burn and turn and just turns instead (not that I've done this at least once every time I've had to deal or anything). Why is it not re-shuffled into the deck. With a burn card exposed your affecting any following play (and getting daggers drawn from the guy whose hand you've now screwed). The only argument for leaving it exposed is that the hand wouldn't have played out as it would if a re-shuffle hadn't been necessary but I think that's a crappy explanation as the flop should be 3 random cards the fact they aren't the same 3 random cards as you would have got is (mathematically) irrelevant. And that's even before you bring quantum physics into it.
Any thoughts?

The general idea is to keep the game flowing and as much as possible preserve the integrity of the cards that would have been dealt. All that has happened here is that the burn card has been exposed so it's a bit more info for all the players.
More interesting is the scenario when the turn card is exposed too early. When I was in Blackpool earlier this year they just pushed it into the bottom of the pack and dealt the next card! Absolutely wrong IMO. In this scenario, I think that the next two cards should be removed from the pack and set aside face down. The previously exposed card should be put back into the remaining pack, which should then be shuffled. The turn is dealt again from this pack. The two cards removed previously are the burn card and river card.

Been meaning to say this on the next debate on this topic, who the fck cares which card is dealt out, it makes no difference, they are all random.

Funnily enough, that's the same suggestion that's usually made after I've dealt a few hands.
