I believe they are mooring rings (obv) with the other type (flat T shape jobbies) being called cleats.

i can confirm as my uncle used to own a fishing trawler i spent many a day playing leapfrog over the bollards while they got ready to goto sea

Nah, a capstan is the thing that turns and pulls in ropes (for your anchor etc). MKKfish definitely right with bollard
