Small blind hasn't acted yet, so has all options (raise/call/fold) available too them.

this^, but i guess OP was after the sizes he can raise too, I believe the minimum in this case would be 2100 (1600+500).

This and if SB elects to call, is it 1300 total or is it 1600 as Button action effectively counts as a min raise??
The more i think about the options the more I get confused.

Some rooms might insist that the sb completes - ie makes it at least 1600
