Because the biggest nations have so many teams in the champions league.

Nobody would pay to see accrington stanley play rangers now would they ?

It is all relative.

champions League should be division 1 and Uefa Cup divison 2

It is just that the G14 want to get bigger and increase the gap from the chasing pack. But if the UEFA Cup was the same format as the Champions League the smaller clubs have a chance to break into the "Top 4" because of increase TV monies and Gate receipts

Money was the reason it changed to a league for part of it but it can't be identical due to the amount of teams involved which is much higher than the champions league.

To make it identical to the champions league the qualification games would start too early or some smaller nations would miss out.

They would have to have qualifying rounds like they do in the Champions League (3rd and 4th placed teams)

In all honesty, they COULD make it into the 2nd Champions League. I'm sure that the same amount of teams qualify for the Champs League and Uefa Cup
