If the short stack calls the big stack it is likely to be a bigger indication of strength the in the original configuration imo. No one really likes calling for all their chips.

You fold, big stack wins, your icm = 0.26 + plus you're in the money (50% chance)
You fold, big stack loses, your icm = 0.17 (50% chance)
You call, you win, big stack loses to other bloke, your icm = 0.36
You call, you win, big stack beat other bloke, you icm 0.37 + plus you're in the money
Hence, if you fold;
0.5*0.26 + 0.5*0.17 = 0.22
You hand is 47% to win against the other two.
You call, 0.47*0.37= 0.17
So should fold. Unless i have made a mistake.

Edit, against two underpairs you queens are 65% and against Ax and an underpair you are 57%.
0.65*0.37 = 0.24. So you should call if you believe you are up against two underpairs.
0.57*0.37 = 0.21 So you should fold if you believe you are up against Ax and an underpair.
You are 68% against 2 Ax's so you should clearly call if you believe you are up aginst 2 Ax's.
