What dimensions does a picture have to be for it to be high resolution?

Depends what it's for really.
For screen you usually think of an image in terms of pixels (and remember screen is 72 dpi - and also 96 dpi but that just complicates matters).
For print you're usually talking 300 dpi, and you need to know what size (in cm or inches) you want the image to be printed.
For example, a 6x4 print should ideally be 1800x1200 pixels, a 7x5 should be 2100x1500, a 12x8 should be 3600x2400, and a 15x10 should be 4500x3000.
