Yes, but the Simpsons always prides itself on being "out of time" (or frozen in time), thus the children never age.

In which case it would make as much sense to include the Halloween specials as to not include them.

There have been repeteded reference to things that have happened in a real time enviromnment, for example when the kids go cloyjes shopping they state they have been dressed the same way for x many years,

Bart cad moved grade classes twice to my reccolections as has Lisa, Even the episod where Homer recalls why he has no photographs of maggie in the photo album shows a definitive timeline, The anti aging this is just part of the fiction, Time if definetly present in the Simpsons.

Yes, whilst there is a 'time freeze' aspect to it, there are sticky storylines - Apu getting married and having the octuplets, Maud Flanders carking it - not everything is reset at the end of each episode.
