What does this mean and why do poker sites have to do it every so often?

I would guess that it is when they are updating their software. When you update software on your computer it usually tells you that the updates will not come into effect until you reboot your computer - suppose it is the same with the poker sites servers.

(though being a monkey of limited technical ability i may be wrong!! )
