Surely the reason for all this is obvious.

If you were a club that had Liverpool/Man U/Whoever sniffing round one of your players, surely it is just good business sense to 'let slip' that they're interested, and so alert the club with more spending power than any other?

There's not a lot the other clubs can do if the selling club won't allow a transfer to be completed without everyone else knowing about it.

As for Chelsea buying players just to stop them getting into their rivals' teams - Rangers were notorious for this up in Scotland. If a player from Dundee Utd/Hearts/whoever started playing really well, Rangers would buy them and stick them in the reserves, purely to hurt the selling club's team.
