I have absolutely no idea.
An article in today's Times mentioned it, when the crossword compiler (Oliver Moody) said it was his favourite clue.
Amazingly, I have just had a text from some friends of mine from Next Door, & with whom I shared an amazing trip to Vegas a few years ago, with a suggested answer. Looks good to me. (NOT cryptic).
I've known those 2 friends for some years now, & they are not blonde Members that I am aware of. No idea how they came to spot this.

How did you arrive at that?
Assuming it's cryptic, "harshly" implies a jumble of letters. Carthorse has nine letters. Jumble those up and add L (term used for a latest score in football) and you get a description of something containing many players.
