Found this on google:

Answer
Hello,

Your problems are most likely software corruption problems and odds are a full reinstallation of windows will need to be done however you may want to try the REPAIR mode first. You can learn how to do this by visiting my website at http://tpsconsulting.com and read the TIPS page. The tip you will want to read is 'various windows xp tweaks'  then if this doesn't work, go for the full reinstall. If you haven't already backed up your data, then most likely the only way you will be able to do this now will be to pull the drive and install it as a slave drive on a working system .

I will send you some links from the microsoft support page on the "hal" issues but I am well aware of the error and have never found microsoft's support on "Hal" to do much good since you are going to be reinstalling windows anyway.
Here are the links:

Hope this helps,

Sincerely
