I hope this makes sense!
A couple of weeks ago i had some computer problems,which are now sorted and everything works fine.
However when i fire up the computer the background is plain white with a message headed 'Active desktop recovery'.
It tells me to right click on the desktop,click properties then the desktop tab,and then choose the background i want.
But when i right click the desktop i get a message saying 'your system administrator has disabled the display control panel'.
Any help how i can fix this would be much appreciated.

99% certain this is virus related. (it's changed certain registry settings)

Even after the virus has been removed these settings will still exist.

Was it a virus ? Try and find out the name of it, that would help on how to clean it totally.

Note down exactly what it says (or take a (non blurred) photo of it).

That will give us a start!

Blue Screens are bad news.

Back up anything vital - re install.

If it happens again, maybe hard drive faliure or memory.

What is the error code on the blue screen?

Blue Screens are bad news.

Back up anything vital - re install.

If it happens again, maybe hard drive faliure or memory.

What is the error code on the blue screen?

Find this out first before doing anything drastic!

control panel>system>advanced>settings>advanced>virtual memory>change

Click "custom size" and change it to 1200, should fix it.

control panel>system>advanced>settings>advanced>virtual memory>change

Click "custom size" and change it to 1200, should fix it.

It won't do any harm btw

You will need to log in as an administrator to change things by the sounds of it.

Copy and paste from another site :-

Active Desktop is a feature of Windows that began in Windows 98 that allows the user to store Web content on the desktop. The items that are placed on the active desktop receive feeds from the Internet that update the information as needed. They can also be static Web pages with hyperlinks on the desktop instead of in a browser. For example, a user can add such items as a stock ticker, a news feed, search buttons or weather reports. Active Desktop can host any HTML item, Java applets and ActiveX components.

Its a home computer. I dont understand when you say i should have another account to log  into.

Try logging off then logging on as administratorin safe mode. If you don't know about that account you'll maybe find there is no password for it either.

There are 2 types of account in xp, administrator and user.
Admin has access to all the settings but user accounts can be limited to stop them mucking around too much.
Yours appears to be a user account, if so there is an admin account setup that you need to log into.
When you turn the puter on do you get a screen that asks which account you want?
i.e. Dave, Sally, etc.?
