No official handicaps required. My 'expert' who is helping me organise this says he will sort these out, he will limit the amount of shots the player is allowed.

Not to that extent no, it's just I don't fancy taking a day off work to travel up to Nottigham to get the usual fantasy handicaps scenario, with "sunday morning rules" you find whenever non-handicappers try to play with a card in their hand. Be worse here as most dont know each other, so you dont have someone who will make a fair call on everyone's play when setting handicaps.
