He's raised pre flop and hit top pair. If you push the flop it's pretty obvious you've not got a made flush so yes it's got to be a call. If you've got a heart you're still well behind. He can't assume that you've got such an impressive draw. If he does he shouldn't be playing poker.
If you raise pre and hit top pair then fold to a shove you've got to be a tool!!
