Why not just give winners 15 points? Very strange way of doing it imo, but then again I find F1 dull anyway.
and what for 2,3,4,5,6,7,8?

I think they should have some oncoming traffic.
That would make the most boring sport on earth worth watching.

same as it is now. reward the winners without having to have a two-tier scoring system.

Different, but then again the drivers may have raced differently.

Formula One on TV is boring for three reasons:
1) It's soporific nature; there are no natural breaks and for spells of time it can appear as if you are watching the same thing over and over
2) The racing is usually crap
3) The races are too long
..and I speak as someone who came from a racing background and loved it whilst growing up..
But this new wins over points system and the reintroduction of slicks and skinnier rear wings will improve the show, as will the new 'hawkeye' TV coverage to be used this year.
The thing you can never beat however is seeing the cars 'in the flesh', or rather hearing them. Even the F1 haters, who only come at it from a TV perspective, would find it a whole new ballgame once they see, feel and hear the awesome spectacle of an F1 car in full flow.
One of the most awesome jolts I have ever had in my life was whilst I was testing (Formula Renault) in the early 90s at Snetterton. I was tanking down the back straight, when an F3000 car (one step down from F1 at the time) exploded past me in a blur of colour, vibration and dynamite noise. I literally jumped in my seat at the shock of it. It was gone from my sight in a matter of seconds. It left a real impression on me and this wasn't even an F1 car. It was driven by a Frenchman called Jerome Policand. I know not what happened to him either.
So, I reckon F1 is boring to watch on the tube, but I defy anyone to call it boring when immersed in the reality of it.
There, rant over..
