Why don't refs just red card a player who dives in the hopes of getting a penalty?
Surely it is the attacking equivalent of the professional foul?

Because the refs don't see it, it's not until the replays that it's exposed.

It is a dive but it is a pen.As andy gray said "the player doesn't have to move out the way of the keeper",i agree with you that rooneys intentions were exactly the same as eduardo.

I also think its a pen but don't see any difference between this and eduardo, i think they are both cheating bastards.
There was another incident with an arsenal player today, again he was going down and was only shown up because the opposing player pulled out. just watch all the players do it and this is where the problem is. all looking to go down and when there is the lightest of touches they can say 'contact, contact'.

I agree and am suprised at how much aggro eduardos getting for his dive, they all do it and as i've already said nobody cares when it's there player winning a pen for them.Sure do expect uefa to stick to treating all players like they have eduardo.Guess the lesson to be learned is don't try and cheat a scotsman

Forgetting Rooney and Eduardo for a minute as i now think it's a level but you have made an interesting point.
I believe this has come about because of how games are refereed. If you are clipped in the box and it throws you out your stride but you stay on your feet and get a scuffed shot away nothing is done but if you go down after the clip you get a penalty and you get a better chance at goal so its to a players advantage to go down to have a better chance of getting a penalty.

No. For me a dive is going down when you've not been fouled. Just because some players can stay on there feet while being kicked i don't think they should be punished by not being able to get off the shot or pass they wanted to as they are hindered by being fouled. So they go down and get the freekick or penalty as they don't think they will get them otherwise.

a good solution to this would be to give a penalty when the player stays on his feet. like you say it is still a foul but the player is punished for staying up.

Agreed. If this was done then i would agree with you calling for players going down under minimal contact to be punished.

The real joke about this whole Eduardo furore is that the ref. who gave the penalty still stands by his decision to give it after having seen all of the replays. He maintains that it was a penalty.
Do you think that he'll make a decent witness for the defence at the EUFA hearing ?
