I have a new hp laptop with all the stickers for windows etc. I have a certain number of times I can use windows before it needs me to verify that it is the genuine thing and I have to enter my licence number. On the bottom of the computer is a microsoft sticker with a product key. I've ebtered this and it doesn't accept it. Surely this is what it needs?

Yes, should be. Who did you buy it off? If a shop, take it back. Pre-installed windows should be verified already, unless it's been reinstalled off a disc or something.

Sounds like either some mistake has been made or someone has used the code and sold you the system.

Is it brand new? I'd take it back if it was and let them solve it.

If it's second hand I'd ask the seller if they know why it's happening. If not try giving the telephone activation a go, I reckon you'd be fine that way.
