basically if the tories can get enough of the smaller parties to vote with them the tories will get in

if labour get enough of the smaller parties to vote with them they will get in

if neither can get the votes from the smaller parties then it will be whoever can get the biggest minority seats to get

votes through

Technically but tradition and precedent form a stronger part of the constitution than some of the minor technicalities like that
