Landlord, always (unless you have deliberately burst it).

Thx guys....appreciated
Not sure where its burst...somewhere running down from the loft in the wall...kitchen is flooded...n a little bit if the living room carpet...I'm not overly worried..
But I ain't been here since 4pm in Tuesday...n nobody has been in the downstairs flat since the cold snap
Since I turned off the stopcock the water has drained away...presumably into their kitchen
Can't get the landlord...fone is off....stuff it..
Need some sleep too was niteshift last night...
Thx again...phew

Make sure you tell the LL that you left your heating on timer, or whatever is appropriate, or he could look to you to recover.

You should charge the people downstairs for the ice rink you've put in their flat.

This. Most tenancy agreements will have a bit about ensuring that the tenant will take reasonable precautions to prevent damage by frost and frozen pipes. But otherwise it's the landlords issue to sort and pay for, and sort ASAP.

Would this apply to a business also? We are currently leasing the business atm and our pipes have burst!
Sigh

Highly unlikely. You are likely to have either a full repairing lease or an internal repairing lease, either way would fall to you.
