From what i remember Ruffin owed either the Frontier or the Stardust. Sold out at peak strip prices for the lot to be demolished and a new hotel to be built on both lots. When MGM hit money problems he made them an offer for Treasure Island and managed to pick it up for $100m less than he sold previous hotel. Not a bad bit of business.
