reboot holding F2 then, i am fairly sure it's having trouble booting from your LAN card.
If you get into the bios disable the LAN and reboot, if it has an effect you may need to reenable it to get back on the net though.

It wouldn't let you restore in safe mode?
Why not, what came up in sys restore?

in safe mode the first thing it does is prompt you to use system restore, did that not happen?

Doesn't sound like hardware to me so i'd ignore the BIOS for now.

Does the computer go into safemode without any errors?

This is a fairly common problem with restore.

how to fix this problem so you can get them in the future.
Right click My Computer, choose "Properties" then click on "System Restore" tab.
Put a check in the box for "Disable Restore on all drives". Click OK, then Reboot your PC.
After you reboot, go back to the System Restore tab and uncheck the box. Click OK.
Next, go to Start/Programs/Accessories/System Tools then click "System Restore". Choose "Create a Restore Point" and give it a name like "Reset" as a reminder.

If you get an error message regarding one of your drives (dvd) then i would be fairly certain a virus is on your system.
I posted a link in the virus thread for microsofts web based scanner, use that.
I have to go to work now but if you're quick i may be able to point you in the right direction

Are they the exact words? It sounds a bit unlike MS like...

Have you done anything to your computer recently? Installed any new software/hardware? Changed anything? Have you had any odd behaviour apart from this?

Do you use Sonic Selector to download music?

Can you run virus software in safe mode?  Or adaware or spyware software?

I think McAfee have an online virus checker too - or they used to have.
