Villian is Acoimbra, pokerstars pro. No real reads yet. He is playing something like 28/16 over small sample and seems to be getting involved. How should I proceed, feel like if I 4B I only continue against top of his range, if I flat I can get in some bad spots post flop 3 way.

Preflop: Hero is SB with Q, Q
2 folds, MP1 bets t100, MP2 raises to t250, 3 folds, Hero .....

MP2 is short enough that we can get it in reasonably happily, especially if he's been active. I don't expect him to fold much of his value range other than perhaps AQ and TT, so he's getting in JJ+ and AK, against which we're 47%, not to mention the fact that MP1 raising means he might be losing an A or K as outs. If we flat the pot is small enough that we can manoeuvre effectively but we're marking our hand as pretty strong to cold-call a 3b oop and villains will be able to play fairly easily against our hand. If we 4b to say 600 and MP1 then jams we can likely put MP1 on a range of QQ+/AK against which we're 40%, dropping down quickly to 30% if we take out some of his AK combos which is reasonable, so I would happily 4b here knowing we can stack off vs an aggro brazilian.
