From the vide it looks like the biker was the initial aggressor, and to blame for the eventual contact too. That said, we don't know what happened before this, and it appears there may have been more to it than the 30 seconds we saw.

I think the alleged story is that the driver of the car had been tailgating other cars, and the biker was trying to 'teach him a lesson'.

I think having cameras fitted to cars is standard practice in Russia.

Also starting to see it creep into UK through insurance companies offering discounts to those that fit them.

Good thing IMO.
