I believe that at one point the chief of police was considering charging him with an offence (wasting police time or something) despite him saying all the way through it was a clock. In fact the handcuffs are really shocking if you look at the size of him did they think maybe he was going to try to overpower them.

Kid was stupid enough to take apart a clock and put it in a suitcase and plug it in during a random English class after being warned not to. I feel bad for him in regards to the proportion of the response but I sympathize too with the school, who were forced into a horrible situation by sheer stupidity.
