Help to settle a debate

Blonde's, I need your opinions on a much debated subject at work between me and a colleague recently. Here's a bit of background:
We were talking all things football before the upcoming season, who we think will do well, who's produced the best bit of business over the transfer window so far and other general football chat. The guy I'm talking with is a Leicester City supporter, and in the past has come across as perhaps the most overly optimistic football fan I know, believing that week in week out his beloved foxes will be walking away with 3 points, regardless of who they're playing, form etc. Now comes the statement that, after many hours of debating/ arguing the reasons behind it, had me tilted to fuck:
Leicester City are 100% guaranteed to be in Europe within 2 seasons, whether that be through table positions, a good cup run or the fair play league.
Please give your opinions. I believe he needs to be drugs tested, but if I'm wrong I'd like to be told by several other people.

He def needs to be drug tested. Also pretty sure no more European places through fair play league any more from this season.

He's obviously wrong as it's impossible to guarantee 100% that something is going to happen over which he has no influence.

Careful also, I made a similar bet with a friend re Hull City when drunk, never get in europe blah blah blah.
Then they got to the FA Cup final and got the place on a technicality!

It seems obvious but the argument went on for so long I was starting to question myself.
The idea of a 3 year plan kept getting mentioned, and "because Ranieri has experience, Leicester have ambition other clubs don't have and the players possess a great mindset" seemed to be the main points put across by him.
What odds should I accept from him is the next question

Win a cup or a fairplay league quite feasible
europe via league much less so. got to improve 25 points on 2014-2015 and allow for others not doing same
billionaire owners who will can ranieri if need be and throw more money at it, but money in itself is no great competitive advantage in this league with the TV deal
i'd want 10-1+ to be on the side of your mate
