You say that I'd have to spend the rest of my days as one, but as a small bear, would I not grow into a big bear eventually or is it staying as a small bear?

Regardless, the bear.  Eating salmon sounds better than eating bugs plus there are less predators.

Definitely a bear, even a small one. Living in the woods and having your Mum to look out for you sounds a lot better than living in ponds and having to watch out for yourself.
