Rakeback on Partypoker

If anyone plays on pp, how does the rakeback structure work.

I was looking at their site and it talks about 2k poker points = and it mentions 31% is this actual rake back paid as cash?

Earn 2 points for every $1 in tournament fees and table charges. to get to the top level is 2k points per month
