"full chat" = max speed, flat out.

Think the term probably originated in motor cycling or motoring. I certainly recall it from the time I used to follow club notorcycle racing at all the UK circuits some 55 or 60 years back.

According to my research it is a motoring term, (Clarkson has been known to use it) but no one knows the origin.
