Yes.

Each tipster who picks a NR will be given a 'random' horse.
The alphabetically first tipster in each race will be given the horse number that corresponds to the race number.
The next alphabetically tipster will be given the next sequential horse number.
The win/EW choice of the original choice will be retained for the substituted horse.

e.g. in race #3, the first tipster with a NR will get horse #3 (or next highest number if #3 isn't running). The next NR tipster in race #3 will get horse #4 ( or next highest if etc. etc.)
