It can't be justified, but the problem lies with these "auditors" trying to tell people they should ignore the police. And that the police can't ask for your ID detain you or arrest you. people think they can do what they like when the police order you to do something while they are pointing a gun at you.
Do as they say and fight it in court where your life isn't in danger.

I don’t understand why they don’t simply shoot at the tyres to ensure the vehicle doesn’t get too far. It also gives the cop the satisfaction of discharging his firearm without killing anybody. Then, if the alleged criminal decides to do a runner, they have a car to impound, and not a great deal more legwork to apprehend the perp for an interview. But I suppose this assumes that the cops are trained properly, and/or they have a modicum of intelligence.
