Because the answer will always be a multiple of 9. If you look at all the symbols that are next to the multiples of 9 you will notice that they are all the same.

Knew I would get the answer here, takes us oldies some time to catch on Clever though. Andrews link spells it out in some detail, didn't realise it had been raised before.
