I'm no razz player but here's my thoughts anyway

if I'm going to play Q9 high here I want to keep the pot small so I'm check calling.

his raise is pretty much standard with ATC as he knows that if you get a 9 or higher on 5th street you're drawing to a runner runner 9 at best

Assuming he's perfect in the hole i.e has a  two hearts  three diamonds, then he is right raising as he's still 57/43 approx favourite.

Usually when your opponent pairs you're right to automatic bet. However he's paired a low card card and now there's two less low cards for you to catch.

The worst case scenario is that he has a  two hearts  hidden and he's drawing live not needing your hole cards!

I would have checked and flat called.

However a flat call is still correct as you're not a big dog in the hand.

AA26  is a better hand in this spot than AA23 for your oppo to be holding

he completes 100% when he has an ace showing therefore theres no reason for me to think he has two playable cards until he raises me.

Actually, you should both check on 4th street.  You have q high and he has a pair.   He will have position on you throughout, so you chould check.  And, he has a pair, so he should check.  Of course, when he bets, you should just call on 4th street.  People forget about position in Razz....and they shouldn't.

I learned how to improve my Razz game by reading "Sklansky on Poker" and "Play Razz Poker to Win."
