I got it! The blue chest of draws is Chest (ER) for Chester City and with the chest being in royal blue then that is how you get the ER (Elisabeth Regina) Chest(ER)
you know- as in blue blood - blue is the royal colour.
That is also why the buscuitmen are sat on the Royal chest (e.g. the royals)
just call me a cryptic genius.

Notts County are also called the magpies and as there are 2 magpies in the picture that must mean they represnt both clubs.
Stockport are also called the Hatters, so you have Luton and Stockport there - and as there are 2 levels of hats then it must be representing both of them
