Call.
He could have 1 of a whole selection of drawing hands.
Also, although possible, it's unlikely that he has Q-T, Q-8, T-8, or J-9 due to his preflop raise.
However, I'd consider folding if he is a poor player than you can easily outplay without needing to risk your stack.

This is what i hope happens when i check raise this flop, i am beating him into the pot. I can't believe people are actually saying fold!!
As for the check raise being a sign of strength, so often HU its a move.
