Since when was cement used in plaster?
I can give you the correct mix for concrete, (Portland cement, ballast or soft/sharp sand, & water), but I first need to know the required spec & stength. Concrete is a fascinating subject.

They are gagging to hear more about the qualties of reinforced concrete, pre-stressed concrete, it's compressive qualities (awesome), it's tensile strength (less so) & Concrete Cube testing is a fascinting field all of it's own.
Many railway sleepers are made of pre-stressed concrete these days. They are durable, maintenance free, but give a harder ride than the old timber sleepers, some of which were softwood (lifespan 10 to 15 years if regularly creosoted) or hardwood (30 years max). I do so miss the ride timber sleepers used to give, but with welded rail construction, the difference is barely noticed by lay passengers. Don't you just love the smell of creosote, by the way?
