The 20 min players would come from satellites. I'd be shocked if we weren't unable to muster 20 within four weeks. You could have a range of satellites at all prices so everyone could get a chance for the big bucks at the end of the month. Lower stake players would play for the chance to win a large sum for (if they qualify) a small investment whilst the bigger stake players would be tempted to give it a crack due to the bigger prize pools and the fact that much of the field will be playing out of its depth. At just once a month, you have ample time to advertise and can give it a big build up, thus making it more esteemed and blonde associated, especially if it has a catchy name.
In a nutshell, my idea is a big monthly comp with good clocks, chips etc and plenty of satellites. Everyone knows the "Who's The Daddy' comp is on Laddies, we could do with something similar.

As AndrewT and Wardonkey pointed out my criteria for cash tables especially is +EV.
I treat Blonde tourneys as sociable ones which I play as and when I can, up to $50 is fine.
I'd gladly support some kind of monthly bigger event too.

I'll admit that I have downloaded the blonde software ... but haven't deposited yet. I think the league is a great idea, but working full time as well my poker time is limited. This is not because it s -EV ... from a selfish point of view if I played in the league events I would want to be active in the chat box, getting in every dig or moment of comedy genius I could (in my eyes anyway). Just playing it and not contributing is in my eyes the same as going to the pub with your mates and not speaking all evening. I would even feel guilty if i won.
That said, if I come back slightly worse for ware one evening I will quite happily jump into one of these and give it my best (or worse as the case may be).
BLONDE ONLY CASH TABLE
Not sure what to make of the 'bit steep for some people' comment. If you are setting up a $5/$10 blonde cash table ... then no offence ... as War Donkey says there are easier games on the net (probably a compliment to some blonde members). Add to this I would not take any great pleasure from taking $1,000+ off a fellow member of blonde if I won ... although consoling my self in losing ... it went to a good cause.
In fact $3/$6 or above and I probably wouldn't play for this reason. Although several members cross paths on a daily basis ... I think it is going to be destructive, deliberately pitting blonde members against each other for reasonable sums.
AN IDEA
If you set up a $0.50/$1 or $1/$2 table, then I would happily play (everyone wants a shot at flushy!?). On top of this I would be prepared to switch my account mid-game to another low stakes regular blonde member (Stark etc.). Any winnings we could split 50/50, if we lose it's on me ... and afterwards I could give some analysis on their key hands and general strategy from my perspective (not guaranteeing it is right!?). This could be personal or done as a thread for further input.
Not sure how Bowmans/Ipoker would stand on multiple users of one account, but if it is out in the open and on a 'Blonde only' cash table I am sure it could be organised. It could make for a fun couple of hours if other members (e.g. Pab, flushy, totalise etc.) paired with other low stakes players and switched back and forth mid-game. You would never be sure who you were up against, you could do 'fake' switches (sit out, but keep the same player), and we could review key hands in the analysis board (and reveal who was playing!).
If bowmans/Ipoker don't like the multiple account issue ... maybe set up some accounts, Blonde1, Blonde2 etc. I would happily fund one of them. I don't play on Ipoker, but realise that players that do not want to reveal their accounting history or $'s to someone else (also may open up the possibility of chip dumping etc.) would not even consider it.
The way I see it Blonde gets the rake, low-limit blonde regulars get some help with their game (and maybe some 'free' cash) and at 1/2 hours a month I have a chance of contributing something to the blonde community ... even if I do just donk all my chips off.
That was longer than I intended ... but all views are welcome.

As mentioned already - would pay up to $50 for a league event to play good players but to pay $200 to play good players I wouldn't buy-in direct - will happily fund satellites to a monthly game though.
