Sb in this hand is a complete calling station and really bad. Running 64/20/3.Call this river should i have even value bet it?

Oh and im experimenting with converting my hands, opinions on whether this is easier to read and generally whether it is a good idea.

No Limit Holdem Ring game
Blinds: $0.50/$1

Stack sizes:
UTG: $110.55
Hero:  $120.35
SB: $107.00
BB: $186.69

Pre-flop: (4 players) Hero is Button with
UTG folds, Hero raises to $3.5, SB calls, BB folds.

Flop: ($8, 2 players)
SB checks, Hero bets $6, SB calls.

Turn: ($20, 2 players)
SB checks, Hero bets $17, SB calls.

River: ($54, 2 players)
SB checks, Hero bets $30, SB raises all-in $81 Hero?Huh?Huh???

Horrible situation.
It's a leak in my game that I will throw my last few chips in, in this kind of situation, without considering how likely it is I am ahead.
I end up calling this too often and expect to see a ten.

Need to be ahead one 1 in 4 times for a call to be profitable.
Against most standard / solid players it's a fold.

The fact that this guy is a calling station , and he is raising, probably means that he has it more than 3 out of 4 times.
I (should) need to have some previous evidence of fishy or maniac tendencies to call this.

Is it a value bet?
Against a decent player probably not - what is a decent player calling 2 streets with, that he calls a river on this board, that you are beating?
Against a weak player, probably yes.
