Were you hoping he wld just chk it down to the river?
You havent quite got the implied odds to flop a set, so calling isn't really a great play. If you're going to get aggressive with your stack make it 1600 or so preflop and fold to a push. (Not sure if this is a great play, but at least it is decisive)

Fold preflop, especially if you are going to dump it on this flop.
Raising/shoving are better than calling here.

It depends if he is active or not, if he is an active player then i would prob flat the flop with a plan of raising a weak turn bet or betting the turn myself if he checks.
