There are plenty of people with Cars fitted with hackney plates who rent them out to drivers.

I have 2 clients who do this - not strictly legal but lots do it

Renting plates is common in the trade, but you still need a Hackney/Private Hire Drivers License (for the Local Authority Area you intend to work ) before you can drive

do you not still have a licence from when you drove taxis before?

No its expired, they last a max of 3 years depending on the area you work

Do you have an ethical duty to resign from a job when the client is operating illegally?

No

At the end of the day, whatever I do or prepare for the client, the client is ultimately responsible for the completeness and accuracy of the figures and signs to say so.

Same with all Accountants.

Now if it was an audit, I would have the duty to report it in the audit report on the accounts.
