Hmm depends on the opponent as all 3 options are probably good against different villians. If he is a total live nit (post flop) it maybe a pass though i wouldn't pass this against many people, i like flatting against most players as this is a way ahead/way behind spot where shoving will only get called by better hands mostly. If he is a calling station then value shoving maybe best, as he will call down with weak aces and turned draws.

It looks like a bad bluff to me, I flat call and bet a dollar to a dime he checks on the next street and you can check behind to take the pot down.

If he flopped 2 pair or a set of 4's I don't get why he would bet the turn after just c-calling the flop. It looks for all the world like he's on a fd to you and so the deuce is the perfect card to just check again. He will hope you have an Ace and will fire at it again. Perfecto trap. So I would say he didn't flop a monster. He either has the fd and this is a blocker/steal bet or the deuce made his hand cos he has A-2. I agree with Longy that calling here is prob best because hands that are behind wont call a push whereas hands that are ahead certainly will.
