I doubt it is. This looks like the early stage of an mtt (possibly a 180 man sng from the buyin), what are the benefits of someone dumping  their stack to someone here? Also the two would have to get drawn at the same table to collude, pretty unlikely in an mtt. Qityo has probably misclicked or has complete air he doesn't consider worth calling, ofc he should.

With it being on stars, it is probably worth reporting it. As they will investigate it thouroughly unlike other sites.

Potentially he could be multi-tabling and just had air here, not noticing how small the bet was in relation to the pot or something...

It's a $4 comp.

My bet is the dumper does not know the recipient of his chips, he was just having a laugh.

Either that or he had to go out somewhere, something like that.
