is a fail that gets the most incorrect answers still considered the sheep score?

No.

it is if you read the rules but it'd probs mess up adam's spreadsheet so he's got to say no

It wouldnt.

The sheep score is the highest number of correct answers. It's impossible to have a sheep score for non-correct answers as the FAIL score has a sheep score so you need the sheep score to work out the FAIL score, with me?

Anyway, I've decided.

Counties were defined in the Local Government Act 1972. Yorkshire and Sussex are not on that list, they have been split up.

Objection upheld - Yorkshire and Sussex are FAILS.

Where did you ask for a County based on the administrative definition according to the Local Government Act 1972?

"Yorkshire County Cricket Club represents the historic county in the domestic first class cricket County Championship; with a total of 30 championship titles, 12 more than any other county, Yorkshire is the most decorated county cricket club."

In cricket, it's a county.

Question explicitly says "Name a county that has a team..."

The 1972 act gives A definition of a county - it doesn't give THE definition of a county

You have farced this into oblivion. If there are various definitions you have to be more accurate in your questions. You have failed as a QM and, surprisingly can't score properly either.

it doesn't say anywhere in the rules that the most commonly given correct answer is the sheep answer - it's the most commonly given answer full stop.  If you are having difficulty scoring on that basis, I refer you to question 3 of RSQ 19 where I did so without any difficulty.
