Radcliffe is the best in the world at road running, rather than the shorter track events. I don't remember Daley being a great 1,500m runner.
I don't think a case could be made for any of the others you've listed. But it's all down to opinion, so maybe you can. Gordon Pirie was another great athlete and he did win SPOTY (in '55). He didn't win an Olympic gold either.

but she failed in Olympic marathons too
btw I am a big fan of hers. My kids go to a school on Paula Radcliffe Way in her home town! Just think she was intensely frustrating to be a fan of when it really mattered
